This article summarizes the practical and feasible measures and monitoring points to reduce jitter, avoid bufferbloat, and improve small packet response speed and concurrency performance through reasonable bandwidth planning, flow control and QoS configuration in the bandwidth-limited and delay-sensitive Korean dial-up environment.
For the typical scenario of Korea dial-up vps20M, the actual available bandwidth will be affected by peak contention. It is recommended to reserve 10%~20% as buffer, and the actual upper limit is set to about 18M to avoid queue accumulation due to full load; at the same time, estimate the bandwidth of each session based on the number of concurrent connections, and ensure that interactive classes (SSH, API, small files) are given priority.

Priority is given to using class-based bandwidth control (HTB) combined with low-latency queues (fq_codel or fq_pie). HTB is responsible for fair allocation and setting the rate limit, and fq_codel is responsible for suppressing queue expansion. Ingress policing can be used for mirroring or rate limiting on inbound traffic to avoid sudden overflow of links.
Basic process: 1) Use iptables or tc mark package (DSCP or fwmark); 2) Use tc to create a root qdisc: tc qdisc add dev eth0 root handle 1: htb default 30; 3) Create a class and set rate/ceil; 4) Attach fq_codel under the delay-sensitive class. Example: tc class add ...; tc qdisc add dev eth0 parent 1:10 fq_codel.
Commonly used tools include iftop, nethogs, tc -s qdisc, ss, iperf3 and vnstat. It is recommended to combine simple charts (Prometheus + Grafana or rrdtool) to observe packet loss, queue length and delay distribution, and adjust the class ratio and ceil value based on monitoring.
Incorrect MTU or lack of MSS clamping will lead to fragmentation and retransmission, and amplification will increase latency. Appropriately enabling BBR or adjusting the TCP window and congestion algorithm can improve throughput and reduce retransmissions under high-latency links. Emphasize small packet priority and ACK acceleration for dial-up links.
Set basic guaranteed bandwidth for interactive classes (such as SSH/HTTP API), and set lower ceil or time window limits for large traffic (backup, upload); combine fq_codel to avoid long-term queues, and regularly review and adjust marker rules to ensure fairness and low latency.
